Esta presentación explorará el éxito del movimiento estudiantil chileno en la defensa de un sistema educativo más igualitario durante las últimas décadas. El movimiento tenía como objetivo reemplazar el sistema educativo orientado al mercado altamente privatizado de Chile con un sistema de educación público, gratuito y de calidad. El actual presidente chileno, Gabriel Boric, y sus ministros clave, son ex líderes estudiantiles, lo que refleja el impacto del movimiento. El caso chileno es interesante porque ilustra los desafíos de revertir los efectos de las políticas educativas radicales orientadas al mercado, como los vales, la elección de escuela y la privatización.
Cristian Bellei analizará la lucha en curso para revertir estas reformas desde una perspectiva de política educativa. Asimismo, analizará la trayectoria del movimiento estudiantil universitario en el Chile posdictatorial (1990-2020), centrándose en sus principales hitos, demandas y tácticas, y también examinará cómo el movimiento estudiantil configuró exitosamente el debate, la política educative y la agenda en Chile en las últimas décadas. En general, la presentación demostrará las dificultades de alejarse del neoliberalismo y cómo el movimiento estudiantil chileno brinda un ejemplo de un movimiento social exitoso que aboga por la reforma educativa en un contexto muy difícil.
Event Description
This presentation will explore the Chilean student movement’s success in advocating for a more egalitarian education system over the last decades. The movement aimed to replace Chile’s highly privatized market-oriented educational system with a good, free, public education system. The current Chilean President, Gabriel Boric, and his key ministers are former student leaders, reflecting the movement’s impact. The Chilean case is interesting because it illustrates the challenges of reversing the effects of radical market-oriented education policies, such as vouchers, school choice, and privatization.
Cristian Bellei will analyze the ongoing struggle to reverse these reforms from an educational policy perspective. Additionally, he will analyze the trajectory of the university student movement in post-dictatorial Chile (1990-2020), focusing on its main milestones, demands, and tactics, and it will also examine how the student movement successfully shaped the education policy debate and agenda in Chile for the last decades. Overall, the presentation will demonstrate the difficulties of moving away from neoliberalism and how the Chilean student movement provides an example of a successful social movement advocating for education reform in a very difficult context.

Cristian Bellei es Investigador Asociado del Centro de Investigación Avanzada en Educación de la Universidad de Chile. Ha sido profesor visitante Tinker en la Universidad de Stanford. Es Sociólogo de la Universidad de Chile, Magíster en Política Educativa y Doctor en Educación, ambos de la Universidad de Harvard. Ha publicado extensamente sobre la educación chilena, principalmente sobre política educativa, cambio y mejora escolar, segregación escolar, privatización y elección de escuela.
María Eugenia Rojas Concha es candidate al doctorado en la Escuela de Educación de UC Berkeley. Su investigación tiene como objetivo comprender cómo las características de un sistema educativo orientado al mercado (pruebas estandarizadas, elección, privatización, responsabilidad de alto riesgo, etc.) impactan e informan el proceso por el cual las escuelas dan la bienvenida (pertenecen) o rechazan (otro) la llegada de estudiantes inmigrantes que se identifican como negros en Chile.
Speakers
Cristian Bellei is Associate Researcher at the Center for Advanced Research in Education, University of Chile. He has been Tinker Visiting Professor at Stanford University. He is a Sociologist from the University of Chile, Master of Education Policy and Doctor of Education, both from Harvard University. He has published extensively about Chilean education, mainly regarding education policy, school change and improvement, school segregation, privatization and school choice.
Maria Eugenia Rojas Concha is a Ph.D. candidate in the School of Education at UC Berkeley. Her research aims to understand how the features of a market-oriented education system (standardized testing; choice; privatization; high-stake accountability; etc.) impact and inform the process by which schools welcome (belonging) or reject (othering) the arrival of immigrant students who identify as Black in Chile.
