Latin American countries are beset by increasingly sophisticated international criminal organizations that create and occupy power vacuums within the state through violence and infiltration. This violence is one of the main drivers of forced migration in the region. Public policy has failed in addressing these issues, exacerbating the problems experienced by the region’s population. The Latinx in Public Policy Working Group is plans to organize a series of events aimed at promoting awareness of this issue at the University of California.

Edgardo Buscaglia is a Senior Research Scholar in Law & Economics at Columbia University. His work focuses on the law and economics of development. Buscaglia has served as an adviser to several countries on issues involving public policy and economic transnational crimes. Buscaglia has written and contributed to stories for various media outlets, including The New York Times and Time.
